I can’t say which rule this has violated, but I don’t feel this is an appropriate entry for a school competition.

Not only is it a Google Drive video, the speech goes back and forth informing of pros and cons without ever being especially argumentative as a single cohesive speech. It hardly meets the description from the handbook as I read it: “Presenting two back-to-back speeches, about equal in length, that present opposing perspectives in
response to the question.”
They did announce it would be a Pro-Con speech before beginning.
